Flame Burst inflicts damage on the target, and all Pokémon adjacent to the target of the move in double and triple battles will lose HP equal to 1/4 of the damage dealt to the target. Flame Burst's splash-damage effect will not trigger Flash Fire, Color Change, or any other ability that would trigger when a Pokémon is hit with a Fire-type attack.
Since the extra damage is effect damage, it is prevented by the ability Magic Guard, but cannot be blocked by Protect or Wide Guard or resisted using Endure. It also bypasses Wonder Guard. This damage is not associated with the attacking Pokémon and therefore will not trigger moves such as Destiny Bond or be affected by abilities such as Telepathy or Mold Breaker.
In a triple battle, this move may target anyone facing or adjacent to the user.
